At least it looks like the hardware's ok. I ran up USB Device Tree Viewer, no Bluetooth devices apparent there, which is consistent with Device Manager as it doesn't think the Bluetooth device is connected. In an attempt to fix this, I read articles on how to fix these and I attempted to uninstall and reinstall the Bluetooth driver from device manage. So I hard-reset my bluetooth headset and removed the device from my laptop's 'Bluetooth & Other Devices'.
